The effect of altitude on carb performance is vastly exaggerated. My drz has an FCR39 (no choke). I live at 2000 ft and my trail rides take me routinely beyond 7500ft. It's a *bit richer, but there isn't a dramatic loss of power or anything. Folks who actually ride at varying altitudes make sure their carbs are tuned and just go ride.If it bogs in neutral from idle when you do the "whack the throttle" test, the rod needs to be richened. A 1/4 turn adjustment may be all it takes to go from bog to no bog. On mine (on a 250) , it was fine at one adjustment and bogged really bad when 1/4 turn leaner.

You can test the float needle valve with the carb off the bike and the bowl removed by lightly holding the rubber tipped needle valve in the seat to see if it seals. If it doesn't, figure out why. If it seals, I'd check and recheck your float height then. The float is letting too much fuel in before closing the valve.
